My Third Novel's Conclusion, My Heartbreak

My heart begins to break when I think about completing this particular book -- because this narrative has sustained me like no other story I've known. It's both more personal and more universal than my other works. But beyond memory and archetype, it's a cri-de-coeur about needing to become the person one is destined to be. And in the writing, I have met my own life's work, my own fated journey -- having the sense all the while that the pages are suffused with a resonance, an energy, an electrified field that defies explanation. Writers hope and pray to be overtaken by a work in this way -- to be conscripted into passionate service of a profound story. To experience it even once in a lifetime seems a great privilege. I still have several months before this novel is complete, and this constitutes my reprieve. Because I'm not ready for the beauty to end.

The Phoenix Program

1.  You believe that more of the American electorate needs to be made aware of the Phoenix Program.

Answer:  I do.

2.  You, as a law-abiding American citizen, have found your way onto the Phoenix Program lists due to the fact that this initiative has been corrupted by the far right within federal law enforcement.

Answer:  That is correct.  Segments of the FBI are knowingly perpetrating falsified law enforcement reporting against law-abiding American citizens for anti-democratic objectives.  Those crimes, committed by both federal and local law enforcement officers, result in great harm to our country, dividing us against our neighbors, our communities, and ourselves as Americans.

3.  Is the Phoenix Program currently being wielded against law-abiding American citizens for the domestic political objectives of the far right?

Answer:  Yes, it appears to be.  And I think this is critical for Americans to understand.  It appears that Phoenix has had a domestic program for the last twenty-five years, although it's likely that the commission of its crimes has never been more extensive than now.

4.  Why is that?

Answer:  The tools of both surveillance and falsified law enforcement reporting have just become so sophisticated, unfortunately.  AI-generated photos and video, falsified witness statements, falsified victim statements, misappropriated and misused DNA "evidence," spoofed phone calls, Wifi piggybacking and misappropriated IP addresses, edited and misattributed audio conversations, Pegasus and similar tools facilitating cell phone hacking -- this list goes on and on -- but the result of these technologies is that innocent people can be quite thoroughly targeted by those with a malevolent intent on the far right.

And the innocent who find themselves wrongfully accused have very little recourse.

5.  Why?

Answer:  Because those toward whom the FBI extends wrongful accusations of "espionage," "terrorism," or other crimes are effectively tried in secret courts which refer "targets of interest" to the worst of FBI affiliates' "punishments."  Without an open engagement with due process, in which "targets" can see and respond to false allegations, they have no chance of redress.

That's when you start to see Navy Seals on the second floor balcony of an FBI whistleblower's residence at 3:00 AM, or Army Rangers tasked with staging a daytime break-in at the home of an entirely peaceable writer.

Most law-abiding Americans are not going to be able to survive such trespasses.

And the assaults may not be that obvious.  They may involve a car accident, a disappearance, a sudden illness or a hospitalization gone awry.

6.  They may involve a PG&E helicopter deployment or a public water utility rebuilding a water main curb stop.

Answer:  Exactly so.

7.  Yet, falsified law enforcement reporting sometimes results in falsely justified open prosecution of crimes as well.

Answer:  This is my understanding, yes.

8.  Yet, whether the predations toward "targets of interest" are overt or covert, the falsified law enforcement reporting proceeds unabated throughout a process of discrediting or harming the individual or her family.

Answer:  Yes, this machine is well-oiled and its output is not going to pause over a "target's" indignation or objection.

9.  Does the propaganda continue even after the wrongful demise of a "target of interest"?

Answer:  There is an indication that it does, yes.  After the unexplained death of Andrea L. Holleman, who was the leader of a 17,000 member group on Quora addressing this issue, someone placed a mugshot of her online, claiming that she had been arrested for burglary in 2018.

10.  Do you believe that claim to be false?

Answer:  There is a substantive possibility that this claim is false.

My understanding is that Ms. Holleman left behind a young daughter who would not be in any position to defend her mother's memory or reputation.

Ms. Holleman was attempting to advocate publicly for wrongfully assailed "targets of interest," both within the United States and elsewhere.

I suspect she was a thorn in the side of the FBI's far right.  

Certainly, these individuals would like to prevent her from now being viewed as a martyr.

11.  What was unexplained about Ms. Holleman's death?

Answer:  She died of a drug overdose, and she was not known by her friends or family members to use drugs.

12.  Haven't FBI affiliates threatened you with an "overdose" if you do not comply with their demands?

Answer:  Hundreds of times.

13.  And you yourself have never used recreational drugs.

Answer:  Never.  

14.  So, to return to the architecture of this problem, the Phoenix Program is entirely dependent upon the "target of interest" program.

Answer:  Yes, it is.  The "target of interest" program supplies the false allegations, and the Phoenix Program provides the unjustified punishments.  Like all totalitarian systems, this one depends upon a scapegoated population whose suffering provides corrupt members of law enforcement with the reinforcement of loyalty ties as well as opportunities for personal profit.

15.  What has enabled this corruption to become so extensive?

Answer:  Certainly, the Espionage Act and the Patriot Act have been wielded for autocratic purposes, giving the FBI the virtually unlimited ability to surveil, defame, and harm law-abiding American citizens who have been wrongfully designated as "targets of interest."

At the same time, the FBI has effectively dismantled the Freedom of Information Act, supplying law-abiding "targets of interest" who request information about themselves with blank reports.  Law-abiding Americans are generally going to accept blank FBI reports as being consonant with their conduct.  

And so the truth of the FBI's malfeasance has remained concealed, while the "target of interest" program has continued to grow.

16.  What part of the materials responsive to your FOIA request has the FBI repeatedly asked to omit?

Answer:  There is allegedly an AI-generateed film or films bearing my likeness.  The FBI appears to be highly motivated to withhold this from me.

17.  Why is that the case?

Answer:  The FBI is alleged to have aggregated and disseminated AI-generated films which are consistent with far right conspiracy theory targeting Democrats and journalists.

It appears that, should the FBI be caught in this particular set of crimes, there are those who believe this malfeasance could serve as an existential threat to the agency itself.

18.  Yet, you are not interested in a FOIA response with redactions or omissions.

Answer:  I am not.

19.  Has your insistence on a full report meant that you and your family members are under ongoing threat, not only of harm through the Phoenix Program, but also of harm through the "target of interest" program?

Answer:  Most definitely.  

20.  Career harms toward your husband, your younger son, and you were threatened just yesterday, in addition to false arrest for crimes of which you have no knowledge.  And you continue to receive threats of forced property divestment.

Answer:  Yes, that is correct.

21.  What should happen to the Phoenix Program?

Answer:  The Phoenix Program needs to be fully exposed to the American electorate.  The fact that falsified law enforcement reporting by the FBI, aggregated and disseminated by third parties at the behest of the FBI, enables the Phoenix Program to continue needs to be illuminated.  The participation of segments of the DoD in manifesting the Phoenix Program needs to be understood by the public at large.

Beyond this, we need to assess the extent to which the Phoenix Program has been operating in other countries, also with the feed-in of falsified law enforcement reporting as guided by the FBI.

22.  Why does the participation of segments of the DoD in Phoenix need to be understood by the public?

Answer:  The rise of totalitarianism is typically accompanied by secret police or "death squads." And those who want to learn more about this might find it helpful to read a book by Vincent Bevins entitled "The Jakarta Method."

23.  So, your assertion is that the Phoenix Program is comprised of U.S. Special Forces functioning in the capacity of secret police, in this case, domestically.

Answer:  This is known within the DoD. It is not known within the general public.

24.  Why not?

Answer:  Because this represents an attempted coup from above.  Technological developments funded by taxpayer dollars have allowed segments of the DoD, the FBI, the CIA, and the NSA to undertake mass surveillance and harm toward the public itself.  The objective, as defined by a comparative few -- and I believe this to include certain foreign adversaries -- is to obtain complete economic and social control over the American electorate.  This involves a usurpation of the people's sovereignty that, if rendered complete, will be exceptionally hard to reverse.

25.  You have said that generative AI could greatly exacerbate this totalitarian push by some segments of the DoD.

Answer:  Yes.  In the absence of sufficient safeguards, generative AI could decimate democratic societies the world over.  Having said that, the Biden Administration and the U.S. Congress deserve generous praise for addressing this issue.

We already stand at an inflection point between democracy and autocracy -- and this is in the absence of generative AI.

26.  This information may be difficult for many people within the American public to accept.

Answer:  It would have been difficult for me to accept a few years ago, so I do understand the barriers to recognition of this issue.

I believe the way to address this problem at the outset is simply to demonstrate that there has been a program of falsified law enforcement reporting involving both local and federal personnel.  

27. You have high praise for President Biden as Commander in Chief.  

Answer:  I do.

28.  Why is that the case?

Answer:  President Biden inherited this problem.  He did not originate it. 

And I would like to point out that, while a domestic application of the Phoenix Program is said to have been functioning at some level for twenty-five years, President Biden is the first President to have recognized that this is occurring -- and to have raised concerns about it.

That takes immense insight, courage and integrity.  

If democracy has a chance, and it does, President Biden needs to be recognized as the Commander-in-Chief who made the preservation of our freedoms possible.

29.  Do you hereby certify that the foregoing is true and correct?

Answer: I do.

The FBI is a deeply divided agency.  There are many FBI employees who view their vows to the Constitution with the utmost seriousness and honor, and who strive to defend the fundamentals of our democracy with courage, fortitude and commitment.  The fact that some segments of the FBI appear to have embraced a lawless course is not a justification to assail the FBI in general.  As President Joseph R. Biden has so rightly expressed, violence is never justified in any circumstance.  The rule of law must always be honored and upheld.  It is our shared determination to preserve the civil liberties and human rights of all Americans that renders the United States a democracy.  We must never abandon this promise. All of our most cherished freedoms depend upon it.
