My Third Novel's Conclusion, My Heartbreak

My heart begins to break when I think about completing this particular book -- because this narrative has sustained me like no other story I've known. It's both more personal and more universal than my other works. But beyond memory and archetype, it's a cri-de-coeur about needing to become the person one is destined to be. And in the writing, I have met my own life's work, my own fated journey -- having the sense all the while that the pages are suffused with a resonance, an energy, an electrified field that defies explanation. Writers hope and pray to be overtaken by a work in this way -- to be conscripted into passionate service of a profound story. To experience it even once in a lifetime seems a great privilege. I still have several months before this novel is complete, and this constitutes my reprieve. Because I'm not ready for the beauty to end.

Communications with Microsoft Pertaining to Closure of Account

OIG Hotline, please be apprised that, after I marked my Microsoft account for closure today, September 29, 2023, the company informed me that my account will remain open for another 60 days at Microsoft's sole discretion, during which time I can change my mind.

It's not particularly clear to me whether Microsoft is playing a game with consumers in stating in an email sent on September 11, 2023 that its customers may avoid its new Terms of Use (and unfavorable new Privacy Policy) by closing accounts prior to September 30, 2023, while knowing that consumer accounts will remain technically open, by the choice of Microsoft alone, for an additional 60 days.

This does not, on the face of it, appear to represent good faith engagement between Microsoft and its consumers.

From Microsoft's September 11, 2023 email:

Here is Microsoft's surprising statement that my Microsoft account affiliated with lanemacwilliams@gmail.com will be closed on 11/28/2023.

The following page confirms that I have made no purchases of Microsoft products within the past 3 months:

Has Microsoft effectively swept up everyone who has ever used a Microsoft product in this gambit involving a new Privacy Policy and new Terms of Use that are remarkably unfavorable to consumers' rights?

Due to what appears to be the company's intentional obfuscation of this matter, I sent the following email to Microsoft a few minutes ago, and submitted its content through Microsoft's online portal as well.  Hopefully, this will allow the OIG Hotline to gather all desired information from Microsoft over the next 60 days, after which all of my information should be deleted by this company.

Most sincerely,

Lane MacWilliams

Re:  Updates to our terms of use

To the management of Microsoft:

Out of a desire to avoid Microsoft's new Terms of Use and updated Privacy Policy, I closed my Microsoft account today, September 28, 2023, affiliated with lanemacwilliams@gmail.com.

Although Microsoft has stated that my account is now "Marked for Closure" and will be technically closed on 11/28/2023, I trust that all of my information will be kept private during the interim, in accordance with this email request, with one single exception.

I do grant peermission for the Office of the Inspector General Hotline of the U.S. Department of Justice to pursue any inquiries with Microsoft that they may wish to advance regarding my Microsoft account or purchases.

After the OIG Hotline has concluded all inquiries with Microsoft concerning my account, and ensuring that the OIG Hotline has confirmed in writing with Microsoft that all of their investigative needs for data and information are complete, Microsoft may delete all information connected to my name and/or identity in a data deletion request under the California Privacy Act.

Thank you for your cooperation in this important matter.

Suspicious Notification from the San Mateo County Sheriff's Office

OIG Hotline, please be aware that my husband sent me a text notification of a message he received from the San Mateo County Sheriff's Office with a portion of the content included in his message as follows:

What is unusual about this communication from the SMC Sheriff's Department?

Several things:

1.  Portola Valley tends not to experience this type of crime, as there are license plate cameras that document all vehicles entering and leaving the town.

2.  There is no description of the 3-4 persons of interest in the material forwarded to me.  Basic law enforcement protocol would attempt to define age, gender, clothing -- any identifying factors to assist neighbors in responding to such a threat.

3. I myself am registered for San Mateo County Emergency alerts.  Yet when I looked for this notification in my email inbox, the following screenshot is what I found:

The entire substance of this emergency communication consists of the following truncated line:

SMC Alert:  Residents in Portola Valley and the Town of Woodside, please be on the lookout for a black sedan with 3-4 subjects.  Sheriff's Deputies are investiga...

I have never before received an incomplete San Mateo County Sheriff's Office communication of this kind.  There is no link included to a more detailed alert notification, even though this is standard practice.

What is my sense about this "alert'?

I would be interested in assessing the possibility that the SMC Sheriff's Department knows exactly who these "subjects" are.  Note that they are not "suspects."  Nor are they "persons of interest."  They are simply 3-4 people in a black sedan.  They are "subjects," which tells us nothing.

It is entirely possible that these burglaries occurred, especially given that FBI monitoring through NSO software and other means let law enforcement know exactly who is at home at what time, what their schedule is, when they will return, etc.

The existence of these burglaries must not be viewed as a foregone conclusion, however,

The law enforcement reporting about these incidents is notably substandard.

We don't know much about the 3-4 "subjects."  We may never know much about the 3-4 "subjects."

Is it a coincidence that the one and only time I have received an incomplete emergency alert notification from the San Mateo County Sheriff's Office relates to 3-4 "subjects" who are breaking and entering private homes in my extremely safe neighborhood?

I would simply wonder whether the "subjects" plan to break into the Portola Valley home of a whistleblower of FBI malfeasance in the upcoming hours or days.

If so, I would wonder whether the "subjects" might be Special Forces personnel in another guise -- Rangers, specifically, since they have been mentioned to me several times.

Beyond this, I would wonder whether these "subjects" might be most interested in "liberating" two Phoenix personnel from their locked enclosures within my home -- attic and crawl space, respectively.

And finally, I would wonder whether these "subjects" might have a plan to become violent without warning toward a whistleblower and her family, who, it might be later reported, attempted unwisely to defend themselves.

OIG Hotline, I have lived in our current home in Portola Valley for seven-and-one-half years.

It is an astonishingly safe town.

Accordingly, I have never received an emergency alert like that included herewith.

My strong suspicion about this situation is that my town of Portola Valley is still safe.  But the presence of FBI personnel, Special Forces personnel, and Phoenix Program personnel is decidedly not.

I am once again reminded of the Latin quote, Quis custodiet ipsos custodes?  (Who will watch the watchmen?)

In a democracy, that task falls to all of us.

And if ever law enforcement personnel contemplate first-degree murder as a means of escaping accountability for -- attempted first-degree murder -- all of us must respond by telling them no.

Perhaps that moment has now arrived.

Most sincerely,

Lane MacWilliams

UPDATE: Microsoft Updates Its Terms of Use

UPDATE:  OIG Hotline, my Microsoft account login information is included within an email to the attention of your Office within lanemacwilliams@gmail.com, with copies sent to lmacwilliams77419@gmai..com and lmacwilliams7417@gmail.com, with a date/time stamp of today, September 28, 2023 at 2:47 PM Pacific time.

The subject heading for this communication reads as follows:  ATTN: OIG Hotline Re: Microsoft Account Information for Lane MacWilliams.

Please access this information at your earliest possible opportunity.

As you know, the OIG Hotline has my full permission to access my email accounts at any time your Office so desires.

With deep appreciation,

Lane MacWilliams

*************************************************************************************

OIG Hotline, your Office may be aware that Microsoft is updating its Terms of Use in a manner that allows for this company to be utilized by the FBI as a repository of false and defamatory information concerning law-abiding U.S. citizens.

I believe that I have two Microsoft accounts, one connected to lanemacwilliams@gmail.com and one connected to lanevh1@gmail.com.

At one point in the autumn of 2021, I was utilizing a Microsoft Outlook account to communicate with Tom Still, attorney for David Lieberman.

I was quite surprised, after having had this email account for approximately 3-5 weeks, to discover one day that my entire account history had been deleted without explanation.

I don't believe there was anything terribly critical within those communications.  However, the deletion of the history of this account suggests to me that the FBI might have used it to falsify communications which did not originate with me.

With this communication, I am conveying to the OIG Hotline a Dell laptop computer, which I may have inadvertently left out of previous documentation delineating transfer of ownership of my electronic devices.  Perhaps the Outlook email history can be retrieved from this device, or my other laptops, through forensic investigation.

The reason this is a pressing concern at this time is the following:  in order to separate myself from Microsoft's new Privacy Policy, which is not private at all, I need to close my Microsoft accounts.

When I do so, it is likely that the history of these accounts will be lost.

Out of a concern that your Office should have access to all documentation possible, I would respectfully request that the OIG Hotline ask that Microsoft preserve all accounts linked to my name and identity for the purposes of your investigation only.

I hereby grant the Office of the Inspector General Hotline  of the U.S. Department of Justice, and to no other Office, my full permission to communicate a preservation of evidence request to Microsoft regarding  any and all of my accounts with this company.

I believe that I must close my Microsoft accounts tomorrow, September 29, 2023, in order to avoid Microsoft's draconian new terms, which are certainly unacceptable to any person who has experienced the slander and defamation associated with the FBI's knowingly falsified law enforcement reporting against law-abiding U.S. citizens.

I will turn my attention to this task at 2:00 PM tomorrow, Pacific time.

It is my hope that the OIG Hotline will have been able to lay claim to any desired data or accounts prior to that time.

I apologize for the late notice with regard to this matter.

The likely presence of two Phoenix personnel within our residence at this time has been an security focus for the last several days, certainly, and continues to be so.

Thank you for your forbearance under the circumstances.

Most sincerely,

Lane MacWilliams

Grace and Humanity Toward a More Perfect Union

 1.  The U.S. military is reportedly upset with you over your disclosures concerning its perpetration of the Phoenix Program.

Answer:  I do realize that.

2.  Have you been told that, as of this morning, a contract concerning you has been extended to mercenaries who are only tangentially related to the three-letter agencies?

Answer:  I have, yes.

3.  How seriously do you view those allegations?

Answer:  The allegations are likely to be credible.

4.  Who is setting you out to a public "bid" in this context?  Which budget is this coming from?

Answer:  I am informed that black budgets conceal this sort of contract.  Members of organized crime are hired, typically, as is alleged to be the case here, following very recent disclosures on the DoD side.

5.  Is Christopher Wray aware of such a contract?  Is Williams Burns?

Answer:  Contracts such as this need to be approved by agency leadership.  A signature is required.  So, yes.

6.  So, if you or your family members contract SARS, cholera, H5N1, vibrio vulnificus -- if there is a sudden car or plane accident -- a sudden fire -- a bombing -- a drone assault -- if your family members are forced form their jobs -- if someone dies of an overdose -- if there is a violent crime incident or a kidnapping?

Answer:  Christopher Wray, and William Burns, who is said to be a good man, would have directly approved of this, yes.

7.  How can a good man approve of a crime of first-degree murder against a law-abiding member of the American public?

Answer:  How did good men approve of similar crimes in Germany, Italy, Argentina, Spain, Cambodia, Rwanda, Bosnia-Herzegovina and countless other places around the globe?

Good men can and do become confused about what constitutes a just exertion of official power against innocents.

It is our job to illuminate the difference between just initiatives and unjust ones.

8.  Don't you believe that individuals who are violating fundamental human rights know they are committing grievous wrongs?

Answer:  On an individual basis, yes.  They do know.  But mankind demonstrates troubling behavior as "the prerogative of the tribe" at times.  People often behave contrary to their personal principles in group settings in which conformity to unjust demands is viewed as compulsory.

This is the problem that psychologist Stanley Milgram was attempting to address.

9.  What is the answer to this problem?

Answer:  It's likely that we would all benefit from ethical practice, beginning in early childhood.  Role-playing for the conscience.  Exercises in empathy.  Lessons in how one individual can stand for what is right, even against tremendous pressure.

The individual is capable of great courage in circumstances of injustice.  Great fortitude.

Civilization requires that principled stance on the part of the public.

So, we should teach it.

10.  What is your view toward those who have perpetrated the Phoenix Program against the law-abiding American public?

Answer:  The United States requires a strong defense.  Our intelligence and military capabilities have far surpassed general public knowledge of technologies in deployment, and will only become stronger with time.

The Phoenix Program, however, stands in clear violation of the civil liberties and human rights that render self-governance by a participatory electorate possible.

As a result, we stand at a crossroads in the life of our democracy.

If we can't publicly address Phoenix, we can no longer be free.

11.  But may I ask once again about your view of the perpetrators of Phoenix?

Answer:  We are going to need to fully characterize the acts perpetrated through Phoenix, so a degree of mercy needs to be mixed with our pursuit of justice.

12.  You are speaking about amnesty programs?

Answer:  Justice and temperance must be present together in thee face of human atrocities.  The perpetrators of Phoenix must become empowered to speak about the system in which these wrongs have been committed.

Yet, there must be a priority on identifying victims and survivors of this program, so that we can help them recover to the greatest extent possible.

Survivors need all the compassion, engagement, connection, healing, dignity, honor and support we can extend to them.

I am reminded of the manner in which the Hotel Lutetia welcomed Holocaust victims after World War II.

Paris extended such grace and humanity in making this choice.

We, too, can extend ourselves with grace and humanity to survivors.

13.  What would be the first things you would say to survivors of the Phoenix Program?

Answer:  The first things?

I'm glad you're alive.

Your survival brings me joy.

Take my hand.

I'm going to help you.

Together, we will reclaim what you have lost.

Your human dignity is undiminished.

14.  Is there any more to say after that?

Answer:  There is.  There are thanks to extend to those who have helped me survive with my hope of helping others intact -- both domestically and internationally.

15.  And whom would you like to thank for the fact that you have survived to this beautiful Tuesday, September 26, 2023?

Answer:  President Biden, whose leadership as our Commander in Chief remains, in my opinion, unsurpassed.

The Honorable Avril Haines, whose support for our democracy has never wavered.

And the Office of the Inspector General Hotline, whose courage and integrity have been heroic.

Abiding gratitude, profound respect, common cause.

Email to the Attention of OIG Hotline

OIG Hotline, please reference an email to your attention sent to lanemacwilliams@gmail.com, lmacwilliams77419@gmail.com and lmacwillliams7417@gmail.com at 9:24 PM. The subject heading begins with ATTN: OIG HOTLINE.

Data/Credit Card Breach

OIG Hotline, some important updates:

It appears that Amazon has been engaging in a degree of complicit activity with the FBI with regard to my account.  I would hasten to add that this is almost certain practice for all "target of interest" Amazon accounts.

Neither of my sons placed a charge for $152.03 on September 16, 2023.  Instead, Amazon, without explanation, charged a credit card that was not my default credit card for Amazon's annual Prime membership fee.

When I spoke to Amazon Customer Service Rep "Jules," she appeared to disconnect our call several times and engage in active duplicity several more.  Ultimately, she could not explain this occurrence.

I have, in response, changed the number on my Alaska Visa card in order to prevent future fraudulent activity.

With regard to online data security, it may be noteworthy to mention that Genworth Insurance has repeatedly communicated to my husband and me that this company experienced a security breach recently.  (Please see the letter below.) The company's response to this "privacy" violation was to recommend monitoring for identity theft by a company called Kroll.  Ironically, in authorizing aggregation of all online information to a company like Kroll, through parent company PBI, consumers inadvertently waive all privacy rights.

Kroll can effectively serve as an indefinite repository of the worst disinformation the FBI and its affiliates have created concerning law-abiding American citizens.

Accordingly, my husband and I will not be activating Kroll's so-called "identity theft restoration services."

Instead, Genworth remains fully liable to us for all data breaches its company suffered at the hands of a malevolent third party.

We will be extending extra vigilance surrounding unusual credit card activity, as with my Amazon account.

Thank you for your forbearance as I attended to this unexplained use of my credit card this morning.

Do Autonomous Drones Pose a Fundamental Threat to Democracy? -- Update

Update:  The answer to question #17 has been expanded.

************************************************************************************

1.  When you think about AI manifesting in myriad areas of human civilization, what applications concern you the most?

Answer:  At this particular time?  AI development in drone warfare.

2.  Why?

Answer:  When we no longer have individual human pilots who are responsible for drone deployments and assaults, we will have created an existential threat to humanity.

3.  Can't autonomous drones be programed to implement the same battle criteria as human drone pilots?

Answer:  Again, we need to pause at the threshold of disconnecting the human conscience from offensive assaults which take human life.

Human drone pilots have the capacity to serve as whistleblowers regarding unjustified drone deployments, and some of them have.

The New York Times has written some important articles concerning the notion of "moral injury" sustained by drone pilots, relating to their experience of guilt over unjustified assaults.

https://www.nytimes.com/2022/04/15/us/drones-airstrikes-ptsd.html

https://www.nytimes.com/2022/05/09/podcasts/the-daily/drones-airstrikes-military-ptsd.html

Autonomous drones, lacking the conscience, the empathy, the compassion, the moral framework, the soul that renders us human -- are simply never going to object when tasked in ways that violate domestic and international rules of conduct.

4.  Is there a role for autonomous drones?

Answer:  I believe there is, but I would assert that that role should be focused on defensive capabilities that target attack drones only.  Civilian populations have the right to conduct their lives without fear of drone assault.  To the extent that autonomous drones can keep the skies clear of all offensive drone deployments, autonomous drones may have an important defensive role to play.

5.  You do not support offensive capabilities in autonomous drone development.

Answer:  No one who truly understands this civilizational threshold would support offensive capabilities in autonomous drone development.

Decisions that end human life must never become disconnected from real people who are responsible for those choices.

6.  When you consider the potential for two opposing forces of autonomous offensive drones, what do you think the public should understand?

Answer:  Autonomous offensive drones represent an impending threat to the freedom of mankind.

If we value free speech, freedom of assembly, the right to privacy, freedom of the press -- we need to object to their development and deployment on an immediate basis.

7.  Why do you say we need to object on an immediate basis?

Answer:  The New York Times reported on August 28, 2023 that the Pentagon plans to buy thousands of unmanned drones and other autonomous devices within the next two years.

https://www.nytimes.com/2023/08/28/us/politics/pentagon-drones-china.html

8.  How do you respond to the assertion that other nations have been making substantial investments in autonomous warfare capabilities?

Answer:  Our wisest approach is to invest in ways to defend against autonomous AI military drone and device deployments toward civilian populations.

9.  Why is this your assessment?

Answer:  Autonomous offensive drone and device capabilities, on two opposing sides, represent an existential threat for human civilization.

This type of AI system will be programed to "win," not to preserve human life or the environment.

A "war games" scenario of this kind will rapidly escalate beyond acceptable humanitarian and environmental bounds.

10.  What would happen to whistleblowers in a future defined by autonomous military drones?

Answer:  Whistleblowers would quickly vanish from view.  Free speech would be forfeit.  All dissent would be disallowed.  Totalitarianism would have arrived, and it would have arrived with a technology that societies may be incapable of de-escalating.

11.  You are assuming that drones would be domestically deployed.

Answer:  My husband and I are law-abiding American citizens, yet we have had drones deployed above our residence for at least the last two years.

12.  Because of your whistleblower stance?

Answer:  There is no other reason.

13.  So your point is that drones are already being domestically deployed against U.S. citizens.

Answer:  That is my point exactly.

14.  Do you think the drones deployed to your residence may have had assault capabilities?

Answer:  I think the drones deployed to my residence have had human supervision at some point in the chain of command.

But I also think it is likely that military capabilities have progressed beyond the DoD's public announcements.

Google signed a contract with the Pentagon to develop AI for drone applications in 2021, so readers can extrapolate from there.

https://www.nytimes.com/2021/11/15/technology/google-ai-pentagon.html

15.  You have been specifically threatened with drone assault.

Answer:  Many times.

16.  Have those threats had an impact on your quality of life?

Answer:  Of course.

17.  If AI-driven autonomous drone capabilities already exist and are already in deployment, what regulatory possibilities are left to us?

Answer:  Policy and law-making, driven by the public's demand for a peaceable future.

It must be stated that the Biden administration has taken critical steps to prevent the targeting of civilian populations with drone strikes overseas.  This is yet another reason that I stand in admiration of President Biden as our Commander in Chief.  He is fully engaged with this issue.  He understands this as a defining moment for democracy in both a domestic and international context.

18.  Yet the public may need to be informed about what is at stake for all of us at this historic moment.

Answer:  Yes, this threshold must be illuminated so that the public can see it clearly.

19.  And what is at stake for us?

Answer:  The sovereignty of the individual.  The right of electorates to self-govern.  The humanitarian progress of civilization.  The life of democracies the world over.  The freedom of mankind.

When AI Lies to Its Users

President Biden has taken an impressive lead in articulating the necessity to preserve Americans' civil liberties and human rights in light of fast-emerging AI technologies.  We are fortunate to that he is guiding our course forward.  AI's capabilities, as the President has so wisely expressed, must be deployed with great care and thoughtfulness if Americans' access to the truth is to be preserved.  Only by taking the initiative in regulating risks, as President Biden has done, can we hope to create a future in which AI facilitates the human endeavor, not one in which human beings are commoditized within a totalitarian model of governance which AI renders so clearly possible.

AI technologies contain a central problem currently, which is that of confabulation, "hallucination," or, in simpler terms, outright lying to users.

This problem, to democracy's peril, is not going to go away.

Why not?  Why can't we create better software, designed to reflect a human preference for character and integrity, even within our artificial intelligence tools?

The reason, quite plainly, is that there is no soul in the machine.

What I mean by that is that AI will never be bound to a conscience, a personal set of ethics, a sense of honor, an ethos of compassion, empathy, and kindness, or a priority of the spiritual evolution of humanity.

AI applications may mimic these qualities in educational, counseling, or religious settings.  But AI itself is never going to "care" about us, and we need to keep that truth in the forefront of our minds.

We expect most human beings to experience a sense of guilt when they lie about others.  We expect their consciences to bother them most of the time.  People who have borne false witness about others may find themselves haunted by those wrongs, even if they were perpetrated under duress.

And so, we might assume that a portion of FBI personnel who are staffing the agency's unconstitutional "target of interest" program are going to feel guilty about their lies concerning the law-abiding American public.  If their consciences are intact, their sense of internal peace will gradually erode.  Their cynicism and corresponding despair may mount.  They may become unhappy with their personal and professional progress.  They may descend into lives of quiet desperation.

AI is not going to have any such qualms.  AI will be able to compose falsified law enforcement reporting quite rapidly, without duplicating testaments.  AI will be able to add fake "evidence" of crimes that never occurred, and AI will not lose any sleep about the confabulation afterwards.

The human conscience will have become unmoored from a critical component of democracy:  truth in law enforcement reporting.

And the odds that any one person will be able to hold AI to account for such defamation and harm are exceedingly low.

Where can AI be held by the collar?  Where is AI's badge?  How can AI be demoted?

No.  In the vast landscape of our future, in which AI will "assist" human beings with nearly every task before them, it seems to me that we need to ask the following questions:

Does the task in question need to be bound to a human conscience, objective access to the truth, and human accountability in order for democracy to be preserved?

What if AI lies about this content?  What could happen to our democratic structures, our civil liberties, our preservation of the Constitution?

My sense is that when it comes to our election process, communications from elected officials to the public, our law-making endeavors, due process in courts of law, our law enforcement offices, our military structures, determinations of educational content, and communications from religious leadership, democracy is going to require that human beings with an ethical compass, an engaged conscience, and a commitment to the preservation of human rights remain the decision-makers.

Human beings are by no means perfect.  But frankly we don't need them to be perfect.  We simply need them to care about the future of mankind and this rare blue planet on which our lives are spinning forward.

We must never allow AI to "make our lives easier" by tasking it with the ethical territory on which our future human rights depend.

Instead, we must acknowledge that our civil liberties depend upon our determination not to do what is easy, but to do what is right.

AI will never lose sleep over a well-told lie, a corrupted program, a misleading of the American people perpetrated for autocratic objectives.

But those human beings staffing the FBI's wayward "target of interest" program will.

And I expect they already have.

Those troubled consciences are helping to give our democracy this one chance to illuminate the hidden truth of this issue.

The soul of the nation doesn't live in the efficiencies of AI.

But it does live partly in the hearts and minds of those FBI personnel who want the agency to reclaim its integrity.

Our democracy requires that reclamation, so our place in history is important.

Let's live it well.

The FBI is a deeply divided agency.  There are many FBI employees who view their vows to the Constitution with the utmost seriousness and honor, and who strive to defend the fundamentals of our democracy with courage, fortitude and commitment.  The fact that some segments of the FBI appear to have embraced a lawless course is not a justification to assail the FBI in general.  As President Joseph R. Biden has so rightly expressed, violence is never justified in any circumstance.  The rule of law must always be honored and upheld.  It is our shared determination to preserve the civil liberties and human rights of all Americans that renders the United States a democracy.  We must never abandon this promise.  All of our most cherished freedoms depend upon it.

The FBI's Response to Freedom of Speech

OIG Hotline, this is to document that ionizing radiation is currently elevated at my residence, reaching above 100 CPM on my Geiger counter with a periodicity of every twenty minutes.

Further, magnetic ELF is elevated and highly unstable.  Normal magnetic ELF readings at my home are .1 milliGaus per meter squared, as recorded this morning at 5:03 AM:

Yet, this video, recorded this morning at  5:06 AM, three minutes later, demonstrates the unusual surges in magnetic ELF that are currently occurring:

Please note that these surges are now occurring even when I have turned off all electrical circuits within my home.  As a result,  I must assume that, at least when we are using no power, the cause is likely to be a new device, perhaps related to the unlawful entry to our home on September 11, 2023.

PG&E's unlawful "fuse saver assembly" is almost certainly dependent on live circuits to elevate magnetic ELF, it should be noted.

The bottom line is that the FBI and the DoD, as participants in the Phoenix Program, appear to be aware of the means to elevate multiple forms of radiation in the residences of law-abiding "targets of interest."  Most people will not have Geiger counters and EMF/ELF gauges running constantly.  As a result, they are unlikely to know about these carcinogenic environmental assaults.

And when the worst elevations occur at night, during sleeping hours, law-abiding Americans become entirely vulnerable to this sort of predation.

I would respectfully request that the FBI and its affiliates restore my home's background ionizing radiation to its normal level of approximately 30-40 CPMs, as well as that the FBI and its associates return magnetic ELF and EMF measures to normal within my residence.

Whistleblowers don't "deserve" cancer.  Their family members do not "deserve" to be rendered ill in retaliation for their loved one's ethical stance on behalf of the democracy.

If the FBI cannot defend these actions publicly in the light of day, standing before me and everyone I know -- and they cannot -- that's because these actions are indefensible.

The FBI's predations toward the law-abiding American public are no longer concealed.

So, it appears unfortunate for our country that Christopher Wray, as current FBI Director, seems unwilling to account for them.

That's his job.  The buck stops with him.

I do understand that the FBI desires that I contact a personal injury attorney at this time.  Last night, the firm recommended to me was For the People, the largest personal injury law firm in the United States.

I would simply ask him if he thinks irradiating my innocent family provides an incentive to do so.

Some of us are not cowards.

And while I'm sure that the courage of upstanding Americans is upsetting to the FBI leadership, that fact is not going to change.

Further, I'm reasonably certain that the civil discourse on which our democracy depends does not include elevated radiation exposure toward law-abiding American citizens as a lawful means to silence them.

We can check the Constitution, but I don't recall anything within the First Amendment's discussion of free speech that explains how to silence the FBI's detractors with elevated ionizing radiation or magnetic ELF and EMF instability.

No.  That wording is entirely absent.

There is a mention of the right of the citizenry to petition the government for a redress of grievances, I note.

At this moment, I again respectfully suggest that the FBI and its affiliates cease in their unwarranted aggression toward my family members and myself.

I extend my profound gratitude to all within the OIG Hotline who might articulate that suggestion as an imperative.

With appreciation,

Lane MacWilliams

The Proper Response When Half of the Country Has Lost Its Mind

I cared for my father, who had long been a brilliant scientist making discoveries of world-renown, for the last few years of his life, when he suffered from vascular dementia.

The going was difficult.  The territory was steep.  The footing was perilous.

But I learned many things on that journey, and one of them was how to love someone who has lost his frame of reference, his identity, his sanity.

What are the ways to recognize the dignity of the human spirit in the midst of such astonishing loss?

With steadfast generosity, with eternal kindness, with a ready sense of humor, with a profound faith, and with a celebration of the small gifts present in the moment at hand.

If one manages to extend love in these ways to the most vulnerable among us, the rewards are profound, lasting, and transformative.

Now, it appears I am going to have the opportunity to love my older son in the same way -- a young man with an untreated pituitary tumor, which is robbing him of his kindness, his gentle wisdom, his loyalty, his honesty -- and all the myriad qualities that have made him himself for these last thirty years.

Who is responsible for this unthinkable loss?  Christopher Wray?  Tom Lyons?  Brandan Pesa?  All of these men, certainly.

The far right, within the FBI and elsewhere, desires to claim provenance over who among law-abiding Americans will live and who among law-abiding Americans will die.

The far right wishes to claim control over who among law-abiding Americans is entitled to good health and who among law-abiding Americans must live in pain, disease, and neglect.

The far right wishes to decide who among law-abiding Americans is entitled to access medical care and who among law-abiding Americans is to be denied.

And, more than this, the far right wishes to exert totalitarian control over the thoughts of law-abiding Americans -- over their political beliefs, over their careers, over their families, over their finances, over their elections, over their faith.

Beyond this, the far right wishes to inflame and sustain certain fears and hatreds within Americans that will serve to keep us divided and in conflict, thereby consolidating its hold on power for the foreseeable future.

A substantive portion of the country is listening to the narrative of the far right with seriousness, attention, and belief.

How can we respond when half the country has lost its commitment to the civil liberties and human rights that have rendered the American experiment a luminous endeavor toward the freedom of mankind for these last two hundred and forty-seven years?

With steadfast generosity, with eternal kindness, with a ready sense of humor, with a profound faith, and with a celebration of the small gifts present in the moment at hand.

Yet, it is also necessary to respond with limits.

A young man engaged in knowingly deceitful statements to law enforcement is not going to be taking a trip to Yellowstone -- no matter why he thinks those falsehoods may be justified.

Similarly, the liars within the far right can no longer hold positions of trust in our society, no matter why they believed those lies made sense at the time.

In this battle for the soul of our nation, those who love democracy must also love truth, for the one cannot endure without the other -- cherished and upheld by a worthy electorate.

Those who treat the facts as malleable, ethics as situational, or the will of mankind as an instrument to be wielded toward the power of an unelected few must be reacquainted with the rule of law.

Those on the far right who have forgotten respect for honesty must relearn it, or grasp it for the first time.

No American citizen is obligated to be the victim of the far right's schemes, predations and deceits.

No citizen of the world is either.

What is the proper response when half of the country has lost its mind?

The proper response is a reminder that the soul is more important than the mind.

My son -- though he has a brain tumor -- still has a soul that is worthy of the truth -- the truth of his diagnosis, the truth of his prognosis, the truth of his fundamental right to the sovereignty of his own spirit. No human being has the right to take that sovereignty from him.  It is a crime of the highest order that the far right has attempted to do so.

So, too, our nation has a soul that is worthy of the truth.  No human being has the right to rob Americans of the honesty that is necessary for democratic self-governance.  No political party has the right to steal the sovereignty of our nation's electorate.  Its independence, its free will, its inviolable Constitutional rights must remain its own.

The soul of the nation is more important than the co-opting of half of the nation's minds through disinformation, deceit, and criminality on the part of the far right.

It is that soul to which we must now speak.  Compellingly, justly, resolutely and wisely.

For those who question whether Americans have the fortitude for that dialogue, I can only answer that I do.

OIG Hotline, please access lanemacwilliams@gmail.com to reference an email sent to Dr. Jacob Ballon at jballon@stanford.edu at 5:47 AM this morning.  This communication bears the subject heading "Evidence of Danger to Self and Others."

I grant you my full permission to access the attachments to that communication, though I request that you handle them confidentially.

When a young man has an untreated pituitary tumor, unfortunately, the type of crisis depicted within the audio file is inevitable at some point.

Despite this remarkable audio recording, Dr. Ballon's assistant Justin told my husband over the phone a short time ago that this documentation "was not enough" for a 5150 -- that Dr. Ballon would need to witness our son as a danger to self or others first-hand.

My son has required 5150s in the state of California in the past, and this has not been the case.

Of concern, Dr. Ballon's assistant Justin told my husband that El Camino Hospital would have our son's record, and that they would likely admit him without an admitting physician.  Then, he went on to say that our son could have long-term injectable medication in this setting -- likely without anyone's consent.

Good people of the OIG Hotline, I cannot help but think of American whistleblower Ian Fishback, who died from an apparent overdose of this type of medication.

What are our options at this time?

It appears that the FBI is currently blocking Graham's admission to psychiatric care through a 5150 that would allow us to hospitalize him at a facility other than El Camino Hospital.  Although Graham is Dr. Jacob Ballon's patient, Dr. Ballon appears to have been directed not to help us.

Further, it seems that the FBI would also exploit Graham's admission to a hospital through a medical emergency room admission, from which the staff would be instructed to report abuse of some kind, consonant with  falsified witness statements Graham has provided to law enforcement at FBI directive.  After that, Ken and I are vulnerable to charges and arrest based on falsehoods, thus discrediting both of us.

This appears to be the FBI's objective -- the "neutralization" of a whistleblower of FBI malfeasance through any means possible.

My husband and I will be meeting in person later this morning to discuss the wisest next steps for Graham.

I will update your Office with new developments in this critical matter.

Most sincerely,

Lane MacWilliams
