Statement of Appeal: August 31, 2024 at 8:56 PM Pacific Time

 This document is to serve as my Statement of Appeal today, August 31, 2024.

If appropriate, I request that it be accompanied by signed documentation by gardener Javier Luna, and also by my commentary about an alleged FBI plan of false reporting connected to Parker's Boat Yard, alongside a highly unusual contract from Parker's Boat Yard, provided to the OIG Hotline within my email lanemacwilliams@gmail.com.  In addition, please include any previous Statements of Appeal which may pertain.

Because I do not know of any charges against my husband or myself, or our two sons or MG, it is extremely difficult to know how best to counter false allegations.

In the past, the FBI appears to have utilized gardeners and landscaping staff to make a number of serious allegations against my husband and myself.  The FBI alleges that it offered these individuals immigration benefits, either for themselves or their family members, in return for their cooperation in filing knowingly falsified witness statements alleging crimes such as "espionage" and "terrorism."  More than the alleged crimes themselves, it seems the agency's intent was to wrongfully invoke the Espionage Act and/or the Patriot Act, which confer almost limitless powers to agency personnel in maintaining the "security" of the nation.

Currently, the FBI has alleged that personnel affiliated with the Pxxxxxx Program, previously named for your Office, may potentially have placed unspecified "evidence" on our property of their own capital crimes.  

Our Portola Valley property is three and a half acres, much of it wooded, and we have suffered frequent trespass at night.  So, Pxxxxxx Program personnel could have placed virtually anything here without our knowledge or consent.

With regard to my family residence on Cape Cod, Pxxxxxx Program personnel would have had free rein.  We're not in residence, so they would have had time to stage any sort of wrongfully attributed crime scene they could devise.

In addition, my younger son owns a condominium in San Francisco.  His residence is fairly small, however, so I believe it would be difficult for the FBI to engage in this particular sort of predation toward him.

The presence of Javier Luna at our home today would ordinarily have been an opportunity for the FBI to coerce a false statement alleging any number of "suspicious" circumstances or observations at our property.

In addition, the FBI alleges that both of our sons and MG have recently been tortured in order to coerce knowingly false witness statements from both of them. I do possess tangible evidence of their harm, previously described for the OIG Hotline in detail.  I believe that OIG Hotline investigators can add the results of their investigations into these instances of harm if asked to do so -- and I do request this contribution if a Statement of Appeal will benefit from it.

In general, it appears as though a concerted effort has been made to "frame" me as a criminal -- or to mischaracterize my husband as a criminal --with the intent of staging an unjustified law enforcement raid at my property.  The FBI alleges that there would be a violent intent behind the perpetration of such a raid, suggesting that the goal would be my demise, given that any charges would be unfounded in fact.

My arrest or my demise would obviate the need for FOIA reports, alongside investigative reports from the OIG Hotline and the ODNI, to be provided to me.  

So, this appears to be the objective in the most recent false allegations put forward by the FBI and its affiliates.

Nonetheless, I remain entirely law abiding and honorable, as does my husband.

I hereby contest the claims of any person who suggests otherwise as knowingly, willfully, and categorically false.

Our sons were entirely law-abiding before their handlers directed them, under threat of death, to violate certain laws in the "national interest."  They have been threatened with arrest and death by their handlers ever since that point.

According to the FBI, there was an advancing plan to stage a fire on my sailboat Anodyne overnight tonight at Parker's Boat Yard, allowing law enforcement personnel to board the vessel, at which point they were allegedly to "discover" contraband of some kind that had allegedly been placed on board by FBI contractors.

The FBI alleges that there was to be damage to other boats, a remanding of the sailboat to the Navy Yard, and the filing of myriad lawsuits and criminal charges intended to wreak general havoc with my life, impoverish my family, and further, to disallow my access to settlements and penalties awarded in my name through the investigative efforts of the OIG Hotline and the ODNI.

While this sounds far-fetched on the one hand, there are several tangible signs that this scheme was being advanced, most notably a remarkable contract put forward by Parker's Boat Yard, with only three days allowed for its review and return. (This stands in contrast to Parker's usual 4-week lead time.)

I believe that my addenda to the original contract will serve to be protective, but I must confess that this alleged scheme, if implemented, could have been devastating to my family.

At this point, I remain unsure of whether there is substantive false reporting that has not been disallowed, and that, as a result, could cause my family members or me grievous harm.

In the interests of completeness for the Court, I include herewith my restatement of concerns relating to an FEC complaint I filed last week.

Centrally at issue is the fact that on Wednesday, August 28, 2024, I filed an FEC complaint against the Biden Administration for abuses of campaign financing relating to its involvement in directing knowingly falsified law enforcement reporting about my family members and/or myself, and subsequently failing to disallow that false information.

On Friday, August 30, 2024, I forwarded my FEC complaint to two journalists with a request that they encourage the FEC's investigation of this matter.

My FEC complaint follows a long history of financial settlements and penalties extended in my name by the Investigations Division of the Office of the Inspector General Hotline of the U.S. DOJ and the Investigations Division of the ODNI, all as the result of truthful investigations finding that I am a lawful and highly honorable person, as is my husband.

Recently, the FBI is reported to have, at President Biden's direction, produced and aggregated one or more knowingly false AI-generated films and AI-generated audio segments depicting me and/or my husband committing crimes of which we have no knowledge whatsoever.

Simultaneously, the FBI reports that the Pxxxxxx Program has, also at the direction of the President, placed wrongful "evidence" of some kind on or in my family property on Cape Cod, as well as on or in my property in Portola Valley, CA.

The FBI claims that both of my sons have been coerced, again at President Biden's direction and under active and ongoing threat to their lives, to file knowingly false witness statements regarding their childhoods and/or their observation of my conduct or that of their father.

The FBI alleges that President Biden is currently consumed by fears surrounding his "legacy concerns," and that he is particularly worried about the choice he made to forcibly "recruit" both of my sons to provide false reporting following my identification as a whistleblower of knowingly falsified law enforcement reporting by the FBI and its affiliates.  His subsequent authorization of their torture and harm is not likely to sit well with the American public regarding a President who often speaks publicly of the importance of freedom.

The FBI alleges that President Biden's second set of major concerns relates to his authorization of the chemical contamination of my property, recently described under a blog post entitled "The Land Is Your Land."  According to the agency, President Biden fears that he will be seen as disloyal to the nation in his perpetration of these acts, and not merely destructive to my family.

President Biden has failed to allow provision of my FOIA reports responsive to my requests of the ODNI, and he has also failed to allow provision of investigative reports from the OIG Hotline and the ODNI Investigations Divisions, despite a lawful requirement that these be extended to me.

The FBI indicates that the reason for this failure pertains to a collusive decision on the part of President Biden to take my life and those of my immediate family members over a relatively short period of time, thus allowing him to appropriate funds awarded in my name over the matter of knowingly falsified law enforcement reporting, for which I have long stood as a whistleblower as described.

On Wednesday, in my filing of an FEC complaint against the Biden Administration, I signaled that the President's totalitarian crimes regarding this matter are unacceptable to me, as I feel they will be unacceptable to the nation as a whole.

I rendered my complaint more publicly available today by contacting journalists and the text of my complaint on Facebook in an effort to ensure that any and all concealed judicial proceedings intended to result in my harm or the harm of my family members be appealed and reversed.

I respectfully request that my complaint to the FEC be included within my appeal, that the OIG Hotline include with this material my own sons' vigorous denials of any mistreatment as children, and that my writings under the title "This Land Is Your Land" also be included within appeal materials.  Further, my communication to your Office, sent at 8:43 PM this evening, Pacific time, entitled URGENT ATTN: OIG HOTLINE and ODNI Investigators, Confidential Re: GTM and DSM, August 30, 2024, contains information that the Court may wish to examine pertaining to retaliatory acts against my both of my sons, given my exposure of the President's conduct.

No President should be empowered to prey upon highly honorable members of the electorate who are attempting to protect the freedoms of others by supporting integrity in law enforcement reporting.  President Biden's choices in this matter to disqualify false reporting so long as it profited him and to encourage false reporting the minute he felt it necessary to take our lives for his personal profit and that of the Democratic Party stand as the worst set of crimes I have ever heard of pertaining to any sitting American President.

According to the FBI, President Biden has presided over the largest theft of public funds in any historical time frame, in any nation on earth, and, according to the agency, he has attempted first degree murder in order to facilitate that process.

That is a memorable legacy, but an ignominious one.

The fact that President Biden appears to have earned it gives me no pleasure whatsoever.

The question of why he has been allowed to persist in these predations, why those with better judgment have not halted this corruption, who within the Democratic Party has wrongfully accepted funds to support their campaigns or their retirements -- all of this has yet to be answered.

It is my hope that the FEC and certain investigative journalists can assist with that process.

Certainly, the American people deserve leadership with honor, integrity and courage, and foremost among them, so do my family and I.

Accordingly, I will appreciate the appeal of all charges the specifics of which I do not know.

Boat Yard Allegations By the FBI

To be on the safe side, I will write a simple statement of appeal on this blog and include it in my email, along with a reconfirmation of previous statements.

Javier Luna Documentation

OIG Hotline, please see the statement, below, signed by gardener Javier Luna while he was on our property today repairing two sprinkler heads and the water shut-off valve, which had been damaged, outside our kitchen.

Please note that Mr. Luna was unaccompanied for several minutes at our water meter street access, with the valve exposed.  It is of concern that the FBI appeared to threaten contamination of our water supply recently, that the agency alleged active communication with Mr. Luna by affiliates during his visit here today, and that the soil surround the valve was wet, indicating a recent opening of the valve.

Mr. Luna stated at one point that he would contact the city about the moist area surrounding the valve, and I asked him not to do so.  I explained that I myself would contact the city if necessary.

15 Questions and Answers

 1.  What are the greatest threats you are currently facing from the FBI and its affiliates?

Answer:  They appear to be quite broad.  Many of them center on threats to my sons and MG.  The most detailed pertain to false evidence placed at one or both of my homes in order to justify a violent law enforcement action against me.

2.  Is this due to your urgent request that President Biden and Vice President Harris provide you with materials pursuant to your FOIA requests and the investigative reports from the OIG Hotline and the ODNI?

Answer:  Yes, and I think it's also due to other documentation I have prepared recently.

3.  You are formally asking the Biden Administration to provide you with reports today, August 29, 2024.  Is that correct?

Answer:  Yes, it is.  We've had a terribly long wait.  My family continues to be extremely vulnerable to further harm due to knowingly falsified law enforcement reporting.  And we need the reports in order to be able to ensure our safety under the current circumstances.

4.  The FBI has appeared to tell you that you are at risk of a contract assassination.  Is that true?

Answer:  It is true, yes.

5.  How can the FBI be preying upon you and forewarning you at the same time?

Answer: You know, the FBI is a deeply divided agency.  There are clearly some people within the agency who have been helping me to survive this ordeal and who still wish me to survive this ordeal.  And, frankly, that appears to be the case within other agencies as well.

6.  So, it's not possible to understand this situation through a simplistic view.

Answer:  No, it's not.   Regardless of what people say, we always need to look closely at the choices people are making in order to understand their true hopes.  And that requires some thoughtfulness and wisdom.

7.  Will the White House provide you with the reports today, August 29, 2024?

Answer: I would certainly hope the White House would make that choice.

8.  But has the White House been directing any of the recent falsified reporting concerning your sons' coerced false witness statements and the alleged false "evidence" placed on your properties?

Answer:  You know, the FBI indicates that the White House has been involved in these machinations, yes.  

8.  Is it your view that it is incumbent upon President Biden and Vice President Harris to disallow all outstanding falsified law enforcement reporting concerning your family, MG and you yourself?

Answer:  It is, yes.  And I think this should be accomplished on an urgent basis.

Postal Annex Update

UPDATE:  OIG Hotline, one other detail that may be important with regard to this Postal Annex trip. When I was waiting for Marguerite to become available, the turbaned Sikh individual crowded me within the store.  Specifically, he stood within one foot of me, facing me directly, without speaking to me.  The positioning was intimidating and abnormal.  And it would be a perfect set up for an AI-generated film showing that we were talking to one another -- which never happened -- or even that we passed material back and forth -- which also never happened.

The fact that he was wearing a turban was probably a perfect set up for the FBI or CIA to claim the falsehood that I am a radical or terrorist.

I did attempt to take some surreptious photos of the people within the store for documentation purposes.  JPEG 5501, below, shows Marguerite on the right, fingerprinting the customer who is standing on the left.  JPEG 5502 shows the turbaned man standing behind a display on the left, along with the younger man holding an infant, and a woman walking toward the camera -- all of them having arrived as a group simultaneously.

It is likely that photo enhancement could establish an ID on all of these people, save for the fingerprinted man, whose back was turned.  (I think Marguerite referred to him once as William, but I cannot be certain.)

Once again, this is to confirm that all of my actions within the Postal Annex, as everywhere else, were lawful and honorable in every way, shape, and form.  I spoke to no customer within the store.  I exchanged no communication with any customer within the store.  I conveyed no information to any customer within the store, nor did I accept any information from any customer within the store.

OIG Hotline, I returned from my notarization at the Postal Annex in Santa Clara at approximately 6:00 PM, having made only one stop for the the processing of my new affidavit for the FEC.  On entering the store, the notary Marguerita beckoned a customer to begin a long, drawn-out fingerprinting process that seemed staged.  I only say this because Marguerita suggested to him that he place lotion on his hands, after which his fingerprints were nearly indecipherable.  Marguerita proceeded to take all fingerprints and thumbprints on both hands myriad times, because the images were so poor.  

Finally, at 4:44 PM, I respectfully asked whether she could assist me before 5:00 PM, as I was endeavoring to meet a "life and death deadline."  In response, she kindly concluded her fingerprinting session and assisted me in performing a Jurat notarization of my affidavit for the FEC.  It is noteworthy that, immediately prior to the notarization procedure, I received a death threat on my phone.  I noted that Marguerita was wearing laetrile gloves, so I put on a pair myself, given that there was a dispenser on the counter.  When it came time for my thumbprint, she offered an ink pad marked in red -- one I have not seem her utilize with customers before.  I requested to use the normal ink pad, and she quickly agreed.

Marguerita scanned and emailed the document to me, and I emailed it to the FEC at 4:57 PM.

I must note that, after I entered the store, a Sikh family of three plus a baby entered the store.  While the turbaned man exhibited unusual curiosity about me, I did not speak to any of them.  No customer had the opportunity to observe my cell phone screen, nor did Marguerite.

I hereby contest the claims of any person who suggests otherwise as knowingly, willfully, and categorically false.

I checked on my car, which I had alarmed, periodically during the notarization to ensure that my documents were safe.

On returning home at approximately 6:00 PM, I unloaded my documents cases and placed them in their original position in my dining room.  They had not been disturbed or disseminated in any way, shape or form.

I hereby contest the claims of any person who suggests otherwise as knowingly, willfully and categorically false.

The trip appears to have been successful in the endeavor to notarize an important document in person.

This Land Is Your Land

 

OIG Hotline and Concerned Others, the buck pictured in this video and these still photos, below, has dramatically asymmetric antlers, a problem which is reflective of environmental stress or contamination.  In general, there are no environmental stressors here in halcyon Portola Valley.  Beyond this, the only organization I know of which is claiming to have contaminated the beautiful environment at my residence is a corrupt FBI.  

I have resided here for eight years and I have seen hundreds of bucks on our property.  Never have I seen one with the asymmetries manifested here.

Is the FBI following the directives of a Commander in Chief who, for reasons that have not yet been fully elucidated, has elected not to halt these appalling environmental crimes, but rather to allow them to continue?

Or is it possible that President Biden has no control over the FBI's environmental crimes at my residence and that the FBI and its affiliates are preying upon the public with deadly toxins, as they themselves claim, without any checks and balances at all?

We may have confidence that it is one or the other.

And the American public must be passionately interested in the answer.

Whether our Commander in Chief has lost control of his Office through lack of fundamental authority or through compromise by the far right matters to the whole nation, certainly.

The President's son will be facing up to a twenty-five year prison sentence in October, several weeks before the general election.  So neither possibility is now difficult for the electorate to imagine.

The FBI specifically threatened to me that it contaminated my property, negligently, without cause and with malice aforethought, with hexavalent chromium on multiple occasions, with other heavy metals on multiple occasions, with PBB on multiple occasions, with neonicotinoids on multiple occasions, with permethrin on multiple occasions, with Dioxin on multiple occasions, and with a whole range of other unknown toxins.  The alleged objective of the FBI was to render our home "unsaleable," thus divesting us of all of our equity in our home and the gorgeous three-and-a-half acres on which it sits.

Other environmental harms the FBI claims to have perpetrated at my residence are exposures to extremely high levels of ionizing radiation, radon gas, indoor air pollutants including aluminum ions, chemicals, high variations to the electromagnetic field (EMF and ELF) through collusion with PG&E and other contractors, and repeated, highly dangerous contamination of our water supply, after having directed Cal Water to rebuild the water main curb stop at Vista Verde Way.

Good Americans, is this patriotism?  

What about despoiling America's beautiful wilderness in an effort to kill the law-abiding Americans who reside within it makes our nation "more secure"?

The FBI has not merely ruined my own beautiful property.  It has ruined the neighbors' properties as well.  What does their DNA look like after all this contamination?  What about my husband's?  What about my own?  Who will compensate the wildlife for their deformities in perpetuity?  The foxes, the bobcats, the mountain lions, the hawks, the owls, the deer?  

Were there any pregnant women in our neighborhood while the FBI was committing these environmental crimes?  Were there any birth defects among children born?  Cognitive disabilities?  Deformities?  Who will make it up to these children?  Who will make it up to their families?

How many cancer diagnoses have occurred within our neighborhood since the FBI contaminated it?  How many instances of Parkinson's Disease and other diseases?

Did the FBI decide to murder the whole neighborhood, while neglecting to tell anyone?  Are we all part of an FBI/DoD "experiment" of contamination, designed to inform the corrupt intelligence services and corrupt leaders within our armed forces about the myriad ways in which to kill "target populations" without their knowledge or consent?

How can the FBI possibly atone for these crimes in terms of their seriousness and impact?

Who is going to conduct the soil and water tests, other than the government, to ensure that the superfund cleanup site the FBI has now made of my beautiful community can be fully characterized and assessed, and all harms mitigated over time?

And regarding the FBI's threats of retaliation for the revelations above, what am I to make of the FBI's threats to utilize my social media, banking and computer passwords to engage in such extensive and serious falsified law enforcement reporting that I would be subject to an unjustified law enforcement raid at my residence due to my disclosure of this information publicly?

What am I to make of the FBI's suggestion that President Biden, now under FBI control, will fail to disallow that false reporting, thus rendering a wrongful law enforcement raid at my property, with the alleged intention of causing me or my loved ones grievous bodily harm, newly possible?

What am I to make of the FBI's threat to plant unlawful communications or material in our trash or recycling, with a claim by trash or recycling staff or a passerby to have "found" them prior to or during our trash and recycling pick up tomorrow, Monday, July 8, 2024?

Good people, I don't know to whom the FBI is loyal, but it's not our country.  That much is clear.  Are FBI officials taking such bountiful payoffs from the Russians or the Chinese to ruin our beautiful landscapes that they have forgotten that they are Americans first?  Americans who have taken a solemn vow to protect our Constitution against all enemies, foreign and domestic?

Is the FBI's dismantling of the Freedom of Information Act so complete as to have prevented the ODNI from fulfilling its legal responsibility to provide my FOIA reports to me in their entirety, along with the related investigations from the OIG Hotline and the ODNI with full disclosure?

When exactly will this occur?  After the FBI has had yet more time to perpetrate further environmental contamination of our formerly pristine neighborhood?  After the agency is further enabled in implementing its "extinction protocol," fondly referred to by its corrupt counterintelligence staff as the "slow kill method"?

I would respectfully request that the FBI HALT ALL ENVIRONMENTAL HARMS AT ALL OF MY PROPERTIES AT THIS TIME, BOTH INTERIOR AND EXTERIOR TO MY RESIDENCE.

I would also request that ALL HARMS OF ANY KIND TOWARD MY FAMILY MEMBERS (including MG) AND MYSELF BE HALTED ON AN IMMEDIATE BASIS AND THAT ALL PLANNED HARMS BE WITHDRAWN.

I would further request that the President DISALLOW ALL FALSIFIED REPORTING PERTAINING TO THE FIVE MEMBERS OF MY IMMEDIATE FAMILY, (MG is included.) NOT MERELY NOW, BUT IN PERPETUITY.

It would certainly be appropriate for President Biden to order the cessation of the above, whether or not he has been aware of the aforementioned harms over time.  If there has been defiance or insubordination toward the Commander in Chief, that represents a very serious matter, indeed.

And, whether or not the White House has been informed of the environmental and human atrocities the FBI has committed in this case, we certainly need to ask how widespread these unconscionable crimes may be.

Why would be the FBI be assailing virtuous Americans, despoiling their properties, and attempting to destroy their futures?  How many formerly pristine American neighborhoods are now experiencing the FBI's "extinction protocol" as a result of the agency's clear corruption?

And does our President have the sovereignty and the courage, in combination, to call a halt to this betrayal of our national interest?

I believe it is time for my FOIA requests to be fulfilled in their entirety, without redaction or omission that is unapproved by the OIG Hotline and the ODNI.  I believe that my requests for investigative materials from the OIG Hotline and the ODNI should be provided as well.  

And I believe I should be immediately provided with high-level legal representation, not deprived of it by the FBI as has happened time and again.

Perhaps the White House will now take the initiative to facilitate that representation, long overdue, so that this matter may be appropriately and thoroughly addressed within an urgent time frame.

I will further add that I don't want to be worrying any longer about arson or flooding threats, staged car accidents, pathogen dissemination and other biological harms, chemical and heavy metal contamination, EMF/ELF fluctuations, water contamination, furnace sabotage, air conditioning sabotage, generator sabotage, gas line sabotage, gas appliance sabotage,  lawsuits, insurance cancellation, intentional exposure to parasites or poisons, drone assaults characterized as "meteor falls," explosions characterized as "earthquake and/or landslide," forced job loss,  sniping assault, Special Forces assault, "burglary," kidnapping, "street crime," travel "accident' of any kind,  coerced falsified witness statements from my family members, friends, neighbors, delivery drivers, etc., law enforcement raid (or any encounter with law enforcement) for any reason, or any encounter with medical personnel that is other than restorative.

Loyalty to our country cannot be separated from the vigorous and timely defense of whistleblowers.

President Biden has an important role to play in now demonstrating that vigorous defense.

OIG Hotline, it appears as though the FBI is threatening that contractors have contaminated my sons’ residences, my Cape Cod residence, and my car with noxious chemicals, termed “forever chemicals” of some kind. Please note that I have previously provided a long list of contaminants claimed by the FBI to have been utilized on my Portola Valley property, linked to wildlife deformity previously described and photographed.

It appears that chemical testing will likely be required in all areas used routinely by my family.  While those results may be limited to discussion with those affected, and while confidentiality may be stipulated, it is important to ensure that such crimes do not recur.

Again, concerns are immediately raised regarding longterm genetic health, respiratory problems, and increased vulnerability to cancer and many other diseases. What of the neighbors?  The children in the area?  Pregnant women?  What of the wildlife?  The ecosystem?  The watershed?

I don’t believe that such tactics would ever be utilized by those who love this country.

No worthy man or woman would despoil the environment for any reason whatsoever.

For the FBI to be ruining America’s landscape raises questions regarding their potential loyalty to foreign adversaries who wish to destroy our nation’s natural beauty and environmental treasures.

Could Russia or China be engaged in payoffs of key personnel within the three letter agencies or even among elected officials to approve of such an indefensible policy?

This is the only structure that makes sense, frankly, from a reasoning perspective.

Some key people at a high level appear to have abandoned necessary fealty to the United States in favor of concealed individual gain.

What are the implications of these acts?  How widespread are they?  How long have they been pursued?  And what is the current damage to our natural resources and our people?

These concerns have yet to be characterized. But I highly doubt that my case represents the only one.

The most immediate priority should be to locate the FBI/CIA/DoD departments contracting out for environmental harms and disrupt them. Personnel should be moved and retasked after their records are gathered. Their sourcing access to damaging chemicals — likely industrial — should also be disrupted. It should be a crime for private industry to sell knowingly harmful chemicals to government contractors, employees, affiliates, or the military for any reason. Prosecutions must be real, not merely threatened.

These tactics have no doubt been deployed internationally before now. That, too, must end.

Sections of the government will no doubt be loath to acknowledge these crimes against humanity, and I am not suggesting that they be forced to do so publicly.

But these practices need to be halted by those with integrity, wisdom, fortitude, judgement and engagement. And now, not later.

This issue pertains to national sovereignty, and I suspect the heart of the problem originated with the compromise of key DoD personnel and intelligence agency personnel — and spread from there to elected officials.

But it could have been a top-down phenomenon as well, with “secret initiatives” originating with the highest leadership as “national security” programs only to be used in dire emergency working their way into mainstream applications.

Payoffs from foreign adversaries may best be characterized with the help of amnesty programs, offering immunity to those who come forward within a certain time period.

Speed matters, so it is important to rapidly assess the damage and the incentives.  A limited-time amnesty program could serve those objectives well.

Once the extent of harm is determined, the future course will become more clear.

Ultimately, we need to ask whether the United States should be a healthy, safe, environmentally rich place to live. Should our backyards be safe?  Our drinking water? Our public pools?  Our village greens?  Our town squares?  Our lakes?  Our reservoirs?  Our mountains?  Our coasts?  Should our children be protected from disability and disease?  Should our wildlife be protected from deformity?

Our environment is the source of our greatest shared wealth as a nation.

The land of this great country should not become a “tragedy of the commons.”

So this issue must be faced, and faced with integrity, rigor, expertise and immediacy.
